The Ministry of Home Affairs (MHA) issued detailed guidelines that will be applicable from July 1 after the ‘’Unlock 1’’ phase ends on June 30. The fresh guidelines said schools, colleges and coaching institutions will remain closed till July 31. It added metro rail, cinema halls, gymnasiums, swimming pools, entertainment parks, theatres, bars, auditoriums, assembly halls and similar places will remain shut. In late May, during the Covid-19 pandemic lockdown, the group of locals from Taleigao had blocked the trucks from dumping mud and debris in the low-lying fields where a board at the site claimed is earmarked for construction of a new panchayat ghar. Xavier de Almeida, the co-ordinator of the team of farmers, activists and others who are opposing the project in the paddy fields, said the injunction was granted on Monday which directs immediate halt to the landfilling in the low-lying fields. Several tracts of low-lying fields have been marked for development works, including roads and also for commercial projects in the ODP of the Greater Panaji Planning and Development Authority (GPPDA) which is also under challenge before the Bombay High Court at Goa. The 6,000-odd square meter site where land-filling is being carried out for construction of the panchayat ghar, is among these tracts of land earmarked for “development” in the ODP. Later, the protesters were arrested by the Panaji police. Among those arrested were Prakash Salat, Pundalik Raikar, Albertina Almeida, Shreya Israni, Michelle Faria, Cecile Rodrigues, and Xavier de Almeida under section 151 of CrPC. They were however released by the magistrate the same evening.
