The SEC notification spells out the scheme for reservation of wards for the three categories, including the ward numbers which are reserved for each of them. The reservation for women in the SEC notification meets the 33 per-cent Constitutional quota whereas for SCs and STs it follows the population criteria for these communities. Pertinently, the SEC has not waded into the contentious OBC quota as it has no data to SEC requested the State Government to provide data with regards to the OBC in compliance with directions of SC The Commission vide its file dated 16/05/2022 submitted the reservation proposal to the State Government for consultation and for comments if any Government returned the reservation proposals of 186 Village Panchayats to the Commission after completing the consultation process on 26-05-2022 However, the Government has not provided data with regards to the OBCs in compliance with directions of SC till date Therefore, SEC is required to notify reservation of seats for 186 Panchayats without OBC reservation in absence of such OBC data without complying with triple test formality as prescribed by the SC meet the requirements of the ‘triple test’ mandated by the Supreme Court of India in its recent judgments on the matter in the cases of Maharash- tra and Madhya Pradesh. The SIT has now sent this list of 93 properties to the North Goa Deputy Collector to cancel all registrations, mutations and conversion processes related to these properties. The list has also been sent to the finance secretary, State registrar, Director General of Police and other related departments. As per information unearthed by the team after interrogating Vikrant Shetty and Mohamad Shafi, both of who are accused in the sale of lands using forged documents, a total of 2,47,525 sq mtrs of land of 93 properties in North Goa have been fraudulently sold.
