Goa's capital Panaji has been chosen as PRAWAH's headquarters, seen as a mini-triumph of sorts for Chief Minister Pramod Sawant who has been under constant criticism ever since a detailed project report (DPR) by Karnataka to dam and divert the river's water at Kalasa-Bhandura got the Centre's nod late last year. The notification was issued on Monday (May 22), more than three months after the Union cabinet's decision to set it up was announced by Union Jal Shakti Minister Gajendranath Shekhawat but Sawant ecstatic, thanks Centre PANAJI: Chief Minister Pramod Sawant on Saturday thanked the Union government for notifying PRAWAH (Progressive River Authority for Welfare and Harmony). Great news for people of Goa! I extend my gratitude to the Union Government for meeting one of our crucial demands and giving the approval for the constitution and notifying Mahadayi PRAWAH, as well as for authorising the establishment of its headquarters in Panaji, Goa, he tweeted. made public only on Saturday. PRAWAH an acronym for (Progressive River Authority for Welfare and Harmony) will be responsible to give effect to the August 14, 2018 award of the Mahadayi Water Disputes Tribunal. Its other functions would be to aid in building "mutual trust" and understanding among Mhadei dispute's party States -- Goa, Karnataka and Maharashtra -- according to Shekawat's original announcement of the authority. Meanwhile, as per the notification, 'Mahadayi Water Management Scheme 2023' has been framed, which encompasses PRAWAH to be headquartered in Panaji and headed by a Chairperson (fulltime independent) picked from among serving officers -an engineer from the Central Water Engineering Service (CWES) cadre of the level of Higher Administrative Grade (HAG) or a Member, Central Water Commission (CWC). The chairperson of PRAWAH itself will have a term not exceeding three years. The politically and emo- tionally sensitive Mhadei dispute has been raging in Goa ever since the Central Water Commission gave its nod in December last year to Karnataka's DPR for constructing dams at Khalasa and Bhandura to divert the quantum of water allocated to the State for diversion by the Mahadayi Tribunal. The tribunal's award, however, is under challenge by Goa and also by Karnataka and Maharashtra before the Supreme Court of India which has till date refrained from passing any interim orders. Opposition parties and large sections of civil society in Goa have been taking to the streets taking potshots at the ruling BJP over the seemingly pro-Karnataka stance of the Centre. With Karnataka going to the polls recently, the issue got even more attention in the State. River Mhadei originates in Karnataka and traverses over 75 per-cent of its course from East to West of Goa before flowing into the Arabian Sea at Miramar-Panaji. It also briefly flows through Maharashtra. AAP dissolves its Goa unit, Palekar to stay on as Prez THE GOAN I NETWORK PANAJI The Aam Aadmi Party (AAP) on Saturday dissolved its current organization in Goa with immediate effect, except for the position of the President. The decision comes two days after the AAP leaders met in Delhi to discuss various pressing issues. “Amit Palekar will continue to function as the State President. The new organizational structure will be announced soon,” reads the ‘announcement’ letter signed by National General Secretary (Organisation) Sandeep Pathak. Exactly a year ago, the party dissolved its working committee and appointed Palekar as its president and two MLAs Venzy Veigas and Cruz Silva as working presidents. It also nominated six vice presidents Valmiki Naik, Surel Tilve, Ramrao Wagh, Cecille Rodrigues, Sandesh Telekar and Patricia Fernandes with AAP’s Delhi legislator in charge of Goa Atishi claiming that the committee’s restructuring is a step to ready itself for the next elections. We are rejuvenating the entire team, building a new team to give fresh faces and hardworking people an opportunity. The team will have existing members also,” —Amit Palekar AAP Goa President Amit Palekar said the party is forming a new team which will consist of talented newcomers while keeping the existing members too. “We are rejuvenating the entire team, building a new team to give fresh faces and hardworking people an opportunity. The team will have existing members also,” Palekar said when contacted by The Goan on the development. Asked if the decision to dissolve the organisation was due to non-performance of some members, he replied in negative stating, “To get new skin, you need to shed the old” while reiterating there won’t be any replacement.
The new Goa, with a broader profile of people from different parts of India and the world, needs not just a strong local paper but a complete paper. The Goan on Saturday will connect to and be a viable and comprehensive read for locals, other Indians in Goa, NRI and foreigners. It will also be a bridge for Goans in other parts of India all over the world to their home land. The Goan is published by Goa's most reputed industrial houses.
