According to the NIA, the two men -- Parvaiz Ahmad Jothar from Batkote and Bashir Ahmad Jothar of Hill Park in Pahalgam -- have disclosed the identities of the three armed terrorists involved in the attack. They have also confirmed that the assailants were Pakistani nationals affiliated to the proscribed terrorist outfit Lashkar-e-Taiba (LeT). “Parvaiz and Bashir had harboured the three armed terrorists at a seasonal dhok (hut) at Hill Park before the attack,” the NIA said. The two men had provided food, shelter and logistical support to the terrorists, who selectively killed the tourists on the basis of their religious identity on April 22, making it one of the most gruesome terrorist attacks ever. The NIA has arrested the duo under Section 19 of the Unlawful Activities (Prevention) Act, 1967. In a detailed circular dated June 19, DGCA said a comprehensive special framework to assess aviation ecosystem and strengthen aviation safety architecture is being put in DGCA emphasised that the comprehensive special audit is designed to transcend existing siloed assessments and will focus on examining safety management systems, operational practices etc place. “Traditionally, regulatory and safety oversight functions within Indian aviation have been conducted in silos, with different directorates performing inspections and audits specific to their respective domains,” it said. Against this backdrop, DGCA emphasised that the comprehensive special audit is designed to transcend existing siloed assessments and will focus on examining the safety management systems (SMS), operational practices, and regulatory adherence across all aviation domains. “The goal is to generate a 360-degree evaluation of the aviation ecosystem, reflecting both its strengths and areas needing improvement,” the watchdog said. The special audits will be applicable to scheduled, non-scheduled, and private air operators, Maintenance, Repair, and Overhaul organisations and others.
