Ironically, even electric vehicle (EV) registrations have dipped massively despite the government’s sustained push for greener mobility -- except for one segment that appears to be defying the trend. The Ministry of Roads, Transport and Highways data has revealed that 84,311 vehicles were registered across categories in 2024. In contrast, only 38,989 registrations have been recorded in the first six months of 2025 (also including the first four days of July) -- a significant shortfall. Fortunately, no injuries occurred at both the places. Luckily, no one was present at the GMC casualty entrance where the ceiling collapsed. A patient informed The Goan that just after he had crossed the area, the false ceiling came crashing down. Usually, patients and their relatives have to pass through this area to go to the casualty. When The Goan visited the area, the workers were busy in repairing the collapsed portion. Hospital staff later cleared the fallen portion of the false ceiling. User charges at fee plazas on National Highways are collected as per NH Fee Rules, 2008. The Ministry has made amendment to 2008 rules and notified a new method or formula for calculating toll charges. “The rate of fee for use of a section of national highway comprising of structure or structures shall be calculated by adding ten times the length of structure or structures to the length of the section of national highway excluding the length of structure or structures, or five times the total length of section of national highway, whichever is lesser,” said the notification. ‘Structure’ means an independent bridge, tunnel or flyover or elevated highway. The incident took place around 7:30 am, when the complainant's 15-year-old daughter was abducted from their residence. According to the complaint filed at the Cuncolim Police Station, another 15-year-old girl, the daughter of the complainant’s neighbour, was also abducted from her lawful guardianship around the same time. The Cuncolim Police have registered an FIR under Section 137(2) of the Bharatiya Nyaya Sanhita (BNS) and Section 8(2) of the Goa Children’s Act. A manhunt has been launched to trace the missing girls. "The Department of Consumer Affairs and the Bureau of Indian Standards (BIS) appeal to consumers across the country to use only BIS-certified helmets," an official statement said on Saturday. The department also called for strict enforcement against the manufacture or sale of helmets without BIS certification, it added. "With over 21 crore two-wheelers on Indian roads, rider safety is paramount," the department said, adding that wearing a helmet is mandatory under the Motor Vehicles Act, 1988. It pointed out that the sale of sub-standard helmets compromises safety. A Quality Control Order has been in force since 2021, mandating ISI-marked helmets certified under BIS standards for all two-wheeler riders. As of June 2025, there are 176 manufacturers across India holding valid BIS licenses for protective helmets. "The Department has observed that many helmets sold on roadsides lack the mandatory BIS certification, posing significant risks to consumers and numerous fatalities in road accidents," the statement said. To enforce quality standards, BIS conducts regular factory and market surveillance.
