Following the amendment to the Right to Education Act (RTE) in 2019, at least 18 States and Union Territories have already done away with the ‘’no-detention policy’’ for the two classes. The one-man Commission of Inquiry (Land Grab) led by retired Justice V K Jadhav, submitted to the government in October 2023 and accepted by the cabinet in January 2024, strongly recommended a Special Court.
